Dehradun/Haridwar – With the 2027 Uttarakhand Legislative Assembly elections on the horizon, the political chessboard in Haridwar district is heating up, especially around the Khanpur constituency.

Harish Rawat’s Haridwar Outreach Raises Questions

The former chief minister has dropped hints about contesting the 2027 polls from somewhere within Haridwar. A flurry of social‑media posts and the launch of his proposed Jan Samvad initiative, which earmarks Khanpur as a key focus, have intensified speculation that Rawat may eye the seat. While no official nomination has been filed, the message is unmistakable.

Rawat’s ties to Haridwar are longstanding. He represented the city in the Lok Sabha and, in the 2017 assembly elections, contested both Haridwar Rural and Kichha, losing both contests. This historic connection adds weight to his renewed interest in Khanpur.

2022 Election Snapshot: Independent Umesh Kumar’s Victory

Currently, Khanpur is held by independent MLA Umesh Kumar, who secured the seat in the 2022 assembly election with 38,767 votes. He defeated BSP’s Ravindra Singh, who obtained 31,915 votes, and BJP’s Kunwarani Devyani Singh, who gathered 30,834 votes. The Congress candidate lagged far behind with only 6,289 votes. Kumar’s winning margin was 6,852 votes, highlighting the constituency’s competitive nature.

Historical Context: The 2016 Sting Operation

The Rawat‑Kumar relationship also stretches back to the 2016 political scandal that implicated then‑CM Harish Rawat. At that time, Kumar, then a journalist, was linked to a sting operation that led to a CBI investigation. The probe culminated in a 2023 special CBI court order mandating voice‑sample analysis of Rawat, Kumar and several other individuals.

Following the legal turbulence, Kumar entered electoral politics and captured the Khanpur seat as an independent in 2022.

A direct contest between Harish Rawat and Umesh Kumar remains a possibility rather than a certainty. Rawat has yet to submit a formal nomination for Khanpur, but if he does, the constituency could become the centerpiece of Uttarakhand’s 2027 political narrative, given the contrasting paths of the two leaders and their shared past.
