Targeted Initiative to Recover Excluded Voters

With the Special Intensive Revision (SIR) now concluded, Uttar Pradesh’s election apparatus has launched a door‑to‑door mission aimed at locating eligible residents whose names were inadvertently left off the refreshed electoral roll.

Comparing Pre‑SIR and Current Electoral Lists

Booth Level Officers (BLOs) are touring households, matching the pre‑SIR register against the latest list. Anyone who appears on the older roll but is missing now will be approached, their identity confirmed, and guided to submit Form 6 for inclusion.

Focusing on First‑Time Electorate

A special emphasis is placed on young adults turning 18 for the first time. BLOs have been assigned a target of reaching roughly 20‑25 new‑eligible voters each week, with the goal of completing this outreach within a four‑week window.

Setting Up Registration Camps for Marginalised Groups

To simplify enrolment for hard‑to‑reach populations, temporary registration camps will be established at the booth level. Particular care will be given to occupants of night shelters, labour colonies, the homeless and other socially vulnerable sections. Awareness drives will be coordinated through schools, local NGOs and the SVEEP programme.

Layered Oversight and Transparency Mechanism

The Chief Electoral Officer has directed district officials and registration officers to track progress continuously. Updates will be reviewed at the state, district and booth tiers, with a strict one‑month deadline for completing household‑level verification. Key monitoring points include:

  • Number of missing names identified per booth.
  • Form 6 submissions processed weekly.
  • Feedback from registration camps.

Significance of the Recovery Campaign

The Election Commission has instructed all states that have wrapped up the SIR to undertake corrective actions, ensuring that every eligible citizen—whether previously omitted or newly eligible—receives the chance to register and exercise the franchise.
