Dehradun: In a landmark move on Saturday, Chief Minister Pushkar Singh Dhami authorized a direct‑bank‑transfer (DBT) disbursement of ₹18.49 crore to the accounts of 10,709 eligible construction workers covered under the Uttarakhand Building and Other Construction Workers Welfare Board.
Ensuring Holistic Welfare
Speaking from the Chief Minister’s residence, Dhami highlighted the pivotal role of construction workers in the state’s growth trajectory. He instructed departmental heads to guarantee that beneficiaries and their families promptly receive entitlements related to education, healthcare, nutrition and social security, all delivered with full transparency.
Health Screening & Immediate Care
The chief minister also mandated that any worker identified with a medical condition during routine health checks be fast‑tracked to appropriate treatment facilities. He called for seamless coordination between the Labour and Health departments to avoid delays in referrals.
Festive‑Season Welfare Push
With the festive season on the horizon, Dhami urged every department to amplify public‑friendly initiatives under their respective schemes. Particular emphasis was placed on schooling for workers’ children, family nutrition, women’s health and the provision of onsite medical amenities.
Break‑down of the DBT Allocation
- 95 beneficiaries under maternity assistance
- 177 beneficiaries under post‑death assistance
- 2,354 beneficiaries receiving daughter’s marriage assistance
- 8,083 beneficiaries funded for educational support
Integrated Welfare Kit Distribution
Officials reported that the integrated welfare model has already dispatched:
- 33,429 educational material kits
- 26,674 hygiene kits
- 23,216 nutrition kits
The cumulative total of kits distributed now stands at 83,319, reaching workers across both urban and remote sites.
Health Outreach Under Shramik Health Scheme
Through the Uttarakhand Shramik Health Scheme, a total of 20,527 health screenings and 232,281 diagnostic tests have been conducted. The CM praised the early‑detection outcomes, noting that several serious ailments were caught in time.
Digital Governance: LCCMS Milestones
The meeting also reviewed the performance of the Labour Cess Collection Management System (LCCMS). The platform, which earned the SKOCH Gold Award for e‑Governance in 2025, has been featured in the Government of India’s Best Practices Compendium.
To date, 21,200 establishments have been onboarded digitally, driving a 47.21 % increase in cess collection. Officials presented LCCMS as a scalable model for other states.
National Recognition and Replication Interest
The Uttarakhand Shramik Health Scheme received commendation at the recent national Building and Other Construction Workers conference in Mumbai. Delegates from West Bengal, Delhi, Madhya Pradesh and Chhattisgarh expressed intent to adopt similar frameworks.
Mobile medical units now deliver on‑site screenings, consultations and referral services directly at construction sites, positioning the scheme as a blueprint for broader rollout.
Future Monitoring & Outreach
Dhami directed continuous monitoring of beneficiary coverage at the district level, stressing that workers in hard‑to‑reach areas must not be excluded from any welfare initiative.
Present at the program were State Advisory Contract Board Chairman Kailash Pant, Vigilance Committee Chairperson Geeta Rawat, Vice‑Chairperson Mohini Pokhariya, Board Chairman Dr. Shridhar Babu Adanki, Secretary Prakash Chandra Dumka and senior officials from the Labour Department.
